3. ACOUSTIC PROTECTION
3.1 When developing production processes, designs, the manufacture and operation of machinery, industrial buildings and facilities, as well as arranging working areas, all necessary measures shall be taken to reduce the noise affecting personnel at workplaces to values less than the maximum permissible level, as specified in Section 2:
by designing acoustic safe equipment;
by utilizing the means and methods of personnel protection in accordance with GOST 12.1.029-80;
by utilizing the personal protective equipment in accordance with GOST 12.4.051-78.
Note: Constructional-acoustic activities, stipulated by the design of the plants, buildings and facilities of various functions shall comply with regulatory technical documentation, approved by and agreed with USSR Gosstroy.
3.2 Areas with noise levels or equivalent noise levels in excess of 85 dB A shall be identified by safety signs, in accordance with GOST 12.4.026-76. The management must provide personnel working in these areas with personal protective equipment in accordance with GOST 12.4.051-78.
3.3 Noise level tests at plants, enterprises and offices shall be carried out not less than once a year.
4. machinery noise performance requirements
4.1 Every piece of machinery shall have its maximum working noise level specified in its standards and (or) specifications list.
4.2 Noise performance values shall be taken from those specified by GOST 23941-79.
4.3 Machinery noise performance rating values shall be determined on the base of requirements of permissible noise levels provision at workplaces depending on machinery principal function and Section 2 requirements of present standard. Rating noise performance values of stationary machinery shall be determined by methods specified in GOST 12.1.023-80.
4.4 If the noise performance values of a particular machine, which is in line with the latest of its type in world technology, fails to meet the values determined in Section 4.3 of the present standard, then it shall be deemed acceptable in standards and (or) specifications for this machinery to determine technically achievable noise performance values for this machinery, in an agreed and approved order.
Machinery noise performance technically achievable values shall be based on:
results of noise performance measurement carried out on significant number of machinery by one of the methods certified in GOST23941-79;
noise performance data of the best models of similar type of machinery, manufactured abroad;
analysis of noise reducing methods and means, used for the machinery;
availability of designed acoustic protection devises which shall limit the noise level to values specified in Section 2.3, and their inclusion into machinery regulatory technical documentation;
noise reducing activity plan, which shall limit the noise level according to the requirements of Section 4.3 of present standard.
4.5 Machinery noise performance values and noise performance limiting values shall be indicated in the machinery passport, operating manual or any other covering documentation.
